In what is likely to be one of the most expensive hyper-partisan election seasons we've ever seen, will Congress be able to get anything done? As election day nears, we can expect to see more "message bills" and even less bipartisan cooperation. Where does this leave the tech industry agenda?

The protests against the House's Stop Online Piracy Act (SOPA) and the Senate's Protect Intellectual Property Act (PIPA) earlier this year have been referred to as a "Nerd Spring" that spurred everyday Netizens into action. While not everyone agrees with that assessment, or the protests themselves, it was a watershed moment for tech policy. So what can we learn from the protests that can improve the policy process going forward? How has it changed the way techies engage in tech policy?

3:15pm   The Government's Role in Improving Private Sector Cybersecurity

Despite agreement about the benefits of increasing cybersecurity, there's been disagreement over the best approach to take in order to make the Internet more secure. Most recently, the Cyber Intelligence Sharing and Protection Act of 2011 (CISPA) legislation, which passed the House in late April, has been threatened with a Presidential veto and critics argue that CISPA is a threat to privacy rights. This panel will explore what the government's role should be, and how the public and private sectors can strike the right balance to improve national security without sacrificing civil liberties.

We'll review the key tenets of the proposed framework, including the creation of a Consumer Privacy Bill of Rights, and discuss what the approach means for industry.
